Carl was born January 15, 1946, the son of Karl and Genevieve Harms. He served in the U.S. Army during the Vietnam War, and was stationed in Germany. He married Nadeen Rohm, with whom he had three children, on March 25, 1972. He later married Lynne Mefford on January 13, 2014, in Moline.

He worked for Alcoa for over 30 years. He was a member of Holy Cross Lutheran Church and the Davenport American Legion Post #26. He was a terrific cook, especially anything grilled, barbequed or smoked. He enjoyed motorcycles, and was a proud Harley Davidson owner. Above all else, family was the most important thing to Carl.
